Global Green Growth Institute (Observer)

Established in 2012, the Global Green Growth Institute (GGGI) is a treaty-based international organization dedicated to supporting the transition of member countries toward a new model of economic growth – green growth – founded on the principles of social inclusiveness, poverty reduction and environmental sustainability.

In pursuit of these goals, GGGI provides member countries with the tools to help build institutional capacity and develop green growth policies, strengthen peer learning and knowledge sharing, and engage public and private investors to mobilize green finance.

Evaluation Function

In GGGI, the purpose of evaluation is to support the organization’s mission by generating and harnessing evidence on green growth impact to inform the learning, improvement and accountability needs of GGGI, its members and its funders.

The Impact and Evaluation Unit (IEU) was established in December 2016 to manage GGGI’s evaluation function in accordance with the organization’s evaluation policy.  

The main functions of the Impact and Evaluation Unit include:

  • Developing an Annual Evaluation Workplan for review and approval;
  • Developing and periodically reviewing GGGI’s evaluation policy;
  • Planning and designing individual evaluations;
  • Recruiting and managing independent evaluators to undertake evaluations;
  • Disseminating and communicating evaluation findings and recommendations; and
  • Providing periodic updates to GGGI’s management and governing bodies.

Snapshot

In GGGI, evaluations are expected to contribute to the following:

  • Harness evidence from in and outside of GGGI to strengthen the design of GGGI’s programs;
  • Generate robust evidence about the performance and results of GGGI’s programs;
  • Identify successful practices that lead to impact that can be replicated or scaled up;
  • Identify practices where evidence of impact is low that can be stopped or strengthened;
  • Inform decisions on resource allocations that deliver improved value for money;
  • Build the knowledge and capacity of participants in evaluation and subject areas;
  • Contribute to evidence on green growth as better approach to economic development;
  • Help satisfy the transparency and accountability requirements of members and funders

The scope of evaluations fall into the following categories:

  • Country or global program evaluations;
  • Thematic or sector-based evaluations; or
  • Corporate or operational evaluations.

All GGGI evaluations reports are made publicly available on the GGGI website together with their management response.

Independence

As enshrined in the GGGI Evaluation Rules, the evaluation work in GGGI is undertaken based on a number of key principles, including independence. In practice, this is achieved through a number of ways, including:

  • Oversight of GGGI’s evaluation work by the Management and Program Sub-Committee, which is part of the organization’s governance structure;
  • Use of independent evaluators to conduct evaluations; and
  • Separation of IEU from functions involving corporate or programmatic decision-making roles.

Agenda Setting & Evaluation Planning

Each year the Impact and Evaluation Unit prepares an Annual Evaluation Workplan outlining the proposed evaluations to be conducted for the year, the rationale, purpose and the indicative timeline.

The Annual Work Plan is reviewed by Management and Program Sub-Committee (MPSC), an advisory committee supporting the Council to oversee GGGI’s work, and approved by GGGI management.

Quality Assurance

All evaluations aim to meet the principles of independence, credibility, utility, participation, transparency and value for money, as well as the OECD DAC Quality Standards for Evaluation, as stated in GGGI’s Evaluation Rules.

IEU engages qualified independent evaluation experts, and an Evaluation Advisory Group is established for each evaluation to help strengthen their relevance and quality.

Use of Evaluation

Evaluation reports are required to be accompanied with a management response to the  recommendations provided by evaluators. Each year, the Impact and Evaluation Unit is obliged to report on the evaluation work and how lessons from evaluations are being applied, including the status of the implementation of GGGI management responses to prior evaluation recommendations.

Final evaluation reports are systematically disseminated throughout the organization and partners via the GGGI website and other channels.
