Bio

Oscar Garcia was appointed Director of the UNDP Independent Evaluation Office on 1 April 2020 and elected UNEG Chair in January 2022. 

He previously served as UNEG Vice Chair for Use of Evalaution and was Director of the Independent Office of Evaluation (IOE), IFAD from October 2014 to March 2020. As the Director of IOE, Mr. Garcia was in charge of the independent evaluation function at IFAD and reports directly to the Executive Board of IFAD.

Prior to joining IOE, he served as Head of the advisory services at the UNEP, Division of Technology, Industry and Economics in Paris. In that role, he provided guidance to the Partnership for Action on Green Economy. Previously, he was Senior Evaluation Advisor at the Evaluation Office of the UNDP, where he oversaw programmatic and thematic evaluations for Africa, Asia and Latin America and the Caribbean. He is currently the chair of the UNEG working group on Professional Peer Reviews of evaluation functions. He was co-chaired the UNEG task forces on Country Level Evaluations, Capacity Development in Evaluation, and Harmonization of Evaluations in the United Nations system. Before joining UNDP, he was founder and Managing Director of Proactiva, a consulting firm specialized in results-based management and development evaluation. He also held positions in public administration in Bolivia.
