Katinka's work will focus on supporting the further development of the UNITAR's evaluation function (e.g. by providing support to programmes in the design and development of surveys, knowledge assessments and other tools to measure and evaluate learning programmes); undertaking reviews of decentralized evaluations; and contributing to independent evaluation exercises. In addition to providing assistance to programmes on general M&E related matters, Katinka will also be working to promote organizational learning at UNITAR based on the results of our evaluation undertakings.  

Prior to joining UNITAR, Katinka worked as Junior Project Manager in the College of Europe's Development Office from June 2012 to February 2016 and was responsible for managing professional learning events such as the Executive Education programme "Intensive Seminar on the EU", the projects "Support to the Diplomatic School of Armenia", "Human and Minority Rights in SEE" and various other courses focusing both on knowledge and skills in the field of diplomacy (mainly, but not only). She was responsible for the project proposal drafting, preparation, implementation and regular reporting and evaluation of all her projects and evaluated amongst others a 4-year EU-funded training project as an expert for the European Commission. Moreover, she used to work with various donors, amongst others national governments, UN Agencies, the Council of Europe and the European Union. Previously, she worked in the European Parliament in Brussels and Strasbourg, in the German Embassy in Paris, in the Regional Government of Languedoc-Roussillon in France and in different Research Centres on European Policy and Law.

Katinka is German and holds a Master of Arts in EU International Relations and Diplomacy Studies from the College of Europe in Bruges, Belgium, as well as a Bachelor of Laws in Comparative and European Law at the University Bremen and Oldenburg in Germany and at the University of Montpellier I in France.  Katinka is fluent in German, English and French and has some knowledge of Dutch and Spanish.
