DESCRIPTION OF DUTIES

1. Support the Director in the development of relevant systems/strategies/institutional frameworksto ensure the implementation of the Evaluation Policy throughout theOrganization.

2. Working closely with the Director and in consultation with key organizational stakeholders, develop a strategic programme of centralized evaluations, which would be aligned to WHO's strategic priorities and reflected in the biennial evaluation work plan to be reviewed at the Executive Board.

3. Lead the execution of the programme of centralized evaluation, allocating adequate technical, financial and human resources to each evaluation, providing appropriate guidance to evaluation staff and teams, and ensuring the high quality standard of these evaluations. Selectively lead or manage the evaluations of strategic importance and high complexity.

4. Promote appropriate use of evaluation findings through effective feedback loops from evaluation to policy- and decision-makers, operational staff and other stakeholders.

5. Develop normative and technical guidelines for evaluations, especially for decentralized evaluations conducted by programmes, regional and country offices, and support the promotion of their application.

5. Support EVL in its budgetary and human resource management, ensuring high technical and professional standards of the office staff and consultants through appropriate recruitment and capacity building activities, and advising the Director on the best use of existing human and financial resources.

6. Build and maintain partnerships with Member States and other stakeholders for EVL to achieve its objectives and to promote the results-based and evaluation culture of the Organization.

7. Represent EVL as needed and on behalf of the Director when appropriate.
