DESCRIPTION OF DUTIES
Under the overall guidance of the CEO, the SEO will lead or manage selected evaluations, mainly of a thematic, programmatic or humanitarian nature, including joint evaluations. As a senior officer, the SEO will be fully responsible for the entire process of evaluation, from its inception to the utilization, while ensuring the high quality of evaluations, the appropriateness of the protocol and processes, and the value gained from the use of evaluations. The SEO will pay particular attention to the strategic relevance and effectiveness of the Organization at the country level and in the field, coordinating the development and implementation of a rolling programme of country-level evaluations for EVL. In doing so, the SEO will seek opportunities to engage with national institutions in conducting country-level evaluations. The SEO will also participate in the planning and the management of humanitarian evaluations, including joint evaluations.
REQUIRED QUALIFICATIONS
Education
Essential: Advanced level university degree in social sciences, public health or related field.
Desirable: Professional evaluation qualification. Post-graduate degree in public health.
