Call for evaluators - OHCHR Evaluation The Global Drive for Media Freedom and the Safety of Journalists

The Office of the United Nations High Commissioner for Human Rights (OHCHR) plans to evaluate its programme The Global Drive for Media Freedom and Safety of Journalists.

OHCHR are looking for qualified consultants with the following profiles:

Senior Evaluator:

  • Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, economics, or a related field. A first-level university degree, in combination with a qualifying experience, may be accepted in lieu of the advanced degree.
  • Minimum of 12 years of experience conducting assessments, reviews or evaluations of projects, programs or policies in the UN or international context.
  • Experience in human rights or related fields.
  • Experience in developing, implementing and evaluating programmes supporting media freedom, access to information, protection of journalists and human rights defendersis highly desirable.
  • Fluency in oral and written English is required. Fluency in other languages (Arabic, Spanish and/or French) is desirable.
  • Knowledge of integration of human rights, disability, and gender perspectives in evaluations.
  • Knowledge of OHCHR is desirable.

Country/ thematic specialists:

  • Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, economics, or a related field. A first-level university degree, in combination with a qualifying experience, may be accepted in lieu of the advanced degree.
  • Minimum of 8 years of experience conducting assessments, reviews or research in the area of media freedom, access to information, the safety of journalists and/ or protection of human rights defenders. 
  • Experience in human rights or related fields.
  • Experience developing, implementing and evaluating programmes advancing human rights or related fields is highly desirable.
  • Fluency in oral and written English required. Fluency in Spanish, French, Arabic and other languages is desirable.
  • Knowledge of integrating human rights, disability, and gender perspectives in assessments.
  • Knowledge of OHCHR is desirable.
  • Candidates from the following countries are encouraged to apply:  Bosnia and Herzegovina, Cameroon, Cote d`Ivoire,  Egypt, Haiti, Iraq, Mexico, Malaysia, Montenegro,  Myanmar, Peru, Pakistan, the Philippines, Senegal,  Serbia, Thailand and Tunisia.

The tentative schedule for the evaluation is between 15 August and 15 December 2023.
