OVERVIEW OF THE FUNCTIONS OF THE POST

 

IOS provides the Director-General with independent, objective assurance, systematic review and advice, aimed to strengthen the functioning of the Organization and improve programme design, delivery and accountability. Under the authority of Director of the Internal Oversight Service (IOS) and the supervision of the Head of Evaluation, the incumbent will contribute to the efforts of the Evaluation Section in providing evaluation advice on improvement of UNESCO’s activities, programmes and projects. S/he will be responsible for the management, coordination and provision of advice and the methodological backstopping for evaluation activities. The incumbent will also be responsible for the monitoring of evaluation recommendations and appropriate integration of lessons learned in programme activities of the Organization. More specifically, s/he will:

  • Participate, including as a team leader, in the conduct of evaluations of programmes, projects and policies; develop appropriate methodology and performance criteria in programme reviews.

  • Contribute to the management, coordination and maintenance of the Evaluation Focal Point network and provide advice and backstopping to individual focal points.

  • Communicate evaluation findings and recommendations to different audiences. 

  • Contribute to the development of guidelines, procedures and methodologies, to be applied by evaluators in assessing activities programmes results.

  • Engage in disemmination of the training modules and guidance materials  for the training of Evaluation Focal Points and staff members.

  • Organise workshops, training and other for a to establish dialogue on key evaluation issues.

 

 

REQUIRED QUALIFICATIONS

 

EDUCATION

  • Advanced university degree (Masters degree or equivalent) in Evaluation, Social Sciences, Public or Business Administration, Economics or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

WORK EXPERIENCE

  • A minimum of 7 years of progressively responsible relevant experience in the evaluation of programmes and projects of relevance to UNESCO’s  activities, of which preferably 3 years acquired at international level.

SKILLS/COMPETENCIES

  • Proven project/programme management and coordination skills.

  • Demonstrated management and organizational skills, with proven ability to maintain effective working relationships in a multicultural environment.

  • Familiarity with Results Based Management and performance indicators development.

  • Excellent oral and written communication skills, with proven ability to draft clearly and concisely.

  • Proven ability to work independently and with minimum supervision.

  • Strong analytical skills, result-oriented approach and willingness to learn.

  • Excellent interpersonal skills, including the ability to effectively deal with various internal/external partners and sensitive matters.

  • Good level of IT skills (MS Office).

LANGUAGES

  • Excellent knowledge of English and good knowledge of French.

 

DESIRABLE QUALIFICATIONS

 

EDUCATION

  • Specialisation on the evaluation principles and practices, with a particular emphasis on developing and monitoring performance indicators, theory of change and results based management principles.

  • Statistics, data collection, and logical frameworks methodologies.

WORK EXPERIENCE

  • Background in international relations and knowledge of current development and/or normative issues.

  • Hands-on experience in statistical and data analysis.
