The CP Evaluation will have characteristics of both a summative and formative evaluation. The evaluation serves both learning and accountability purposes as it will provide accountability to UNICEF, the Government, donors, communities and rights-holders with respect to achievement of CP results that are measurable at the time of the evaluation. While the timeframe of the CP is 2017-21, the scope is defined to include a combination of programmes implemented from 2015 until the time of data generation.
The evaluation aligns with the evaluation criteria defined by the Development Assistance Committee (DAC) under the Organisation for Economic Co-operation and Development/ (OECD) . Being a strategic evaluation, it has a particularly strong focus on relevance, but it will also look at effectiveness, efficiency, sustainability and synergies. As a formative evaluation, it has not been designed to assess impact, but foundations for longer-term changes will be explored.
The primary target audience of the evaluation is the UNICEF CO and the Government of Montenegro. Other audiences with a stake in the evaluation include partner UN organisations under the Delivering as One framework; the parliament, independent state bodies and civil society, regional organisations, international financial institutions and key partners including the European Union as well as children and adolescents.
