Overview
The purpose of this impact evaluation was to
1. Inform WinS programme and policy improvements to increase effective resource utilization;
2. Assess the impact of WinS investment to encourage further investment in WinS both in Lao PDR and globally;
3. Provide baseline, follow-up, and end-line data to support programme monitoring and evaluation (M&E).
