Purpose of the Evaluation
This independent evaluation will generate objective evidence-based analytical judgment of the merit and lessons learnt about achieved results and the impact of the project in improving the socio-economic situation of adolescents and peace in the 3 states. The evaluation findings and recommendations will be used by government, partners, donors, UN agencies, CSOs and young boys and girls as part of accountability vis-à-vis donors and use as key elements for influencing national policy and strategies for adolescents in Sudan.
Specific Objectives
1. Measure the overall achievement of the project immediate and ultimate outcomes and benefits for adolescents, communities and institutional changes in the 3 targeted states ;
2. Assess the relevance, cost-effectiveness/value for money, impact and sustainability of the project;
3. Evaluate progress made in favour of equity agenda and gender balance for adolescents through the project;
4. Develop a theory of changes of the implemented Youth Project and identify gaps
5. Document good practices, challenges, bottlenecks and solutions applied to overcome these challenges and document lessons learned (what works, what don’t works and why?);
6. Stimulate strategic debate and generate recommendations for potential replications.
