Overview

The main objective of the consultancy is to analyse the differences between the situation of water, sanitation and hygiene services pre- and post- implementation of the Aguasani programme and to determine, based on its log-frame, whether the programme has achieved its results.

The specific objectives of the consultancy are:
i) to establish the current (post-intervention) conditions on the access and usage of water supply and sanitation facilitites of the residents of Jangamo, Hemoine and Morrumbene, through colletion of information on selected indicators;
ii) to analyse the differences between the end- and baseline and identify how the programme has contributed into achieving these changes.
iii) To assess the results of the programme against its objectives, following the OECD-DAC endorsed and the EU-specific evaluation criteria.
