The Country Office is set to initiate the planning process for the next Country Programme Document (CPD) in 2020, in preparation for a new programming cycle from 2021-2025. The current programme may be evaluated during 2020.
The purpose of the evaluability assessment is to assess and strengthen the evaluability of the UNICEF and Government of Maldives programme of cooperation. This involves assessing to what extent the current Maldives Country Office (MCO) monitoring system and databases are adequate for monitoring and reporting progress towards the achievement of the CPD targets and results as articulated in the results framework.
The Evaluability Assessment will involve three phases: Inception, Data Collection and Analysis and Validation/Reporting.
The evaluability assessment and strengthening assignment will be carried out by an independent consultant, and managed by the UNICEF’s Country Office P, M&E section guided by the Deputy Representative in close collaboration with programme specialists.
The Evaluability Assessment took place towards the end of the 2016-20 CPD implementation period, the emphasis will be on:
- Identifying issues relevant to any planned Country Programme Evaluation to take place in the near future
- Providing guidance and recommendations to act as foundation during the development of the next CPD.
While the CPD covers the period from 2016, some important changes have taken place in the operating environment of the Maldives CO during the CPD period so far. These include:
• The development of the new global UNICEF Strategic Plan 2018-21.
• The transition from MDGs to SDGs and the process of localising the new SDGs.
