The overall objective of the evaluation is to determine the relevance, effectiveness, efficiency, impact and sustainability of the CCDRR Programme in four intervention districts in Nepal. Followed by the evaluation of the programme in terms of its contribution in reducing risk and vulnerability of children and key stakeholders, evaluate the effectiveness of the CCDRR interventions and roles played by children and communities through child network and presence in the local disaster management committees, confirm and document the theory of change for the CCDRR Programme and to identify the key requirements for scaling up.
As a part of our overall approach our team had structured and used OECD DAC criteria based framework in order to capture the data/information required to comprehensively assess the child-centered approach of the CCDRR Programme in terms of its contribution in reducing risk and vulnerability of children and key stakeholders. The assessment has incorporated a theory-based evaluation and framework has been attached in annexure 2. The evaluation framework has been developed and detailed in conjuncture with a review of secondary literature and program specific data/documents and the DAC criteria of relevance, effectiveness, efficiency and sustainability has been applied in the evaluation of the programme. The methodology involved various steps that were taken over the course of the evaluation, including research methods, quantitative and qualitative data collection approaches from multiple sources such as document review, in-depth interviews and semi-structured interviews.
