In line with requests expressed by the General Assembly through its 2016 Quadrennial Comprehensive Policy Review (QCPR) as well as the Secretary General’s reforms for the repositioning of the United Nations development system, UNDP, UNFPA, UNICEF and UN Women have committed to working better together, with a view to achieving greater coherence in support of results. This commitment is embodied in a common chapter of the entities’ Strategic Plans for 2018-2021. Through the common chapter, UNDP, UNFPA, UNICEF, and UN Women have defined expectations both in terms of programmatic areas that require multisectoral approaches and where the collaborative advantages of the agencies complement each other in the pursue of issues of common interest, and in terms of operationalization modalities to achieve greater synergy and higher efficiency. The four agencies also committed to continue harmonizing their approaches to results reporting, capturing their contributions to collective outcomes and Sustainable Development Goals (SDGs).
The decision by the Executive Boards for UNDP, UNFPA, UNICEF and UN Women to conduct a joint evaluation of the common chapter of the strategic plans 2018-21 formalises expectations to see strengthened cooperation. The purpose of the joint evaluation is to provide an independent assessment of the implementation of the common chapter with a view to informing the development of the next strategic plans of the four agencies involved. In response to this decision, and in consultation with the Executive Boards, the concerned agencies arrived at a preliminary agreement to evaluate the common chapter, and Phase I is presented here. The overall objective of the common chapter evaluability assessment is to inform the evaluation of the common chapter planned for 2020-21 by gaining more clarity on the scope and intent of the common chapter, how the four agencies have operationalised it, and how success should be tracked and evaluated.
