This multi-country evaluation will have two purposes: accountability and learning.
This evaluation will provide both the technical and financial partners (vertical accountability) and the expected beneficiaries (horizontal accountability) with evidence on the extent to which the CH Strategic Framework (Strategic Plan and National Policy) and/or (associated) programmes/interventions in each one of the concerned countries attained their envisaged objectives.
With respect to learning, this evaluation is expected not only to inform the community-based strategic national orientations and interventions in the years to come but it is also expected to shed light on some potential corrective actions to ongoing programs and projects.
More specifically, this evaluation is expected to generate recommendations that will help the Ministry of Health, UNICEF Country health programme staff as well as other in-country partners (see Table 1 below) in both CAR , GB and Chad to adapt their national policy and strategic framework towards the institutionalization of CH systems, as a way to better respond to the emerging and country-specific needs in this area. UNICEF expects to: (i) gain an in-depth understanding of the progress, success factors and challenges; (ii) identify the areas for improvement; (iii) assess the alignment with, and appropriateness of, policies and guidelines for the CH programme; as well as to determine the extent and depth of coordination and collaboration for partnerships.
