In 2016, The Kingdom of Eswatini experienced the worst drought in over 30 years; as a result, there was a reported increase in admissions due to severe acute malnutrition. As part of UNICEF’s core mandate, UNICEF Eswatini focused on building community and health facility systems for prevention of malnutrition and instituting systems for early identification of children with malnutrition and timely referral. This was done through a two-prong approach; a) capacity building for health facilities to respond and appropriately manage children with malnutrition, b) capacity building for the community system to screen and refer children as a means to detect malnutrition early and avoid mortality. Implementation was done through the Eswatini National Nutrition Council (ENNC), and World Vision Eswatini. ENNC was responsible for providing technical support in conducting training for the RHMs, ensuring that the clinical arm of the intervention was ready to treat all referred children through training of health care workers, improving the surveillance systems for SAM, and capacity building for IMAM sites. World Vision provided technical support at community level with implementations of the RHM training, supportive supervision, and monitoring.
Between the 2016 and 2018 drought period, UNICEF invested about USD 1 million towards strengthening community-based preparedness and responses, in two regions (Shiselweni and Lubombo) affected by the drought. The support went towards training of about 1,363 RHMs in the provision of child health community services including growth monitoring, MUAC screening, nutrition counselling and education, immunisation tracking and referral and follow-up of malnourished children for appropriate referral. The purpose of the evaluation is to assess the results of the capacity building training efforts provided by UNICEF to the RHMs to inform future programming on the use of RHMs in humanitarian response.
