The evaluation was conducted to: explore the achievements and obstacles faced by the zone offices while implementing the Cooperation Programme in their respective areas of influence during 2013-2015; and propose recommendations that would allow appropriate adjustments and improve performance.
Specific objectives of the evaluation:
1) To evaluate organizational performance, specifically in terms of effectiveness in achieving expected results, flexibility, and the degree of mutual trust in the working relationships between zone offices, local-level partners and target groups. Factors considered included the local environment, capacities and motivation.
2) To understand what can be changed to improve performance during the final two years of the Cooperation Programme.
3) To learn about the effectiveness of this Cooperation Programme implementation model.
4) To conduct an evaluation that is independent of country programme management responsibilities.
