Evaluation of FAO’s Contribution in the United Republic of Tanzania

Overview

This evaluation assessed the results and strategic relevance of FAO Tanzania Country Programme for the period 2014–2016 with particular focus on the ten main clusters of the work undertaken. It found to be of high quality and relevance the support to national climate smart agriculture, particularly the development of the national climate smart agriculture guidelines, and the support to the Agriculture Statistics Strategic Plan and its implementation. During the Country Programming Framework period, FAO support for advocacy on youth and employment in agriculture resulted in revision of the National Agriculture Policy (2013) to include sections focusing on youth involvement in agriculture and decent rural employment. This has further resulted in the development and launch by Ministry of Agriculture, Livestock and Fisheries of the National Strategy for Involvement in Agriculture 2016–2021. While FAO’s work on youth and employment in agriculture has produced identifiable results, including on the beneficiaries’ livelihoods, the evaluation notes the focus on on-farm activities with limited support to off-farm activities, value chain development, market linkages and agro-entrepreneurship. It observes that FAO Tanzania’s partnerships strategy and the inability to optimise existing coordination mechanisms have limited its reach and presence and, inevitably, the achievement of planned results. The evaluation recommends that FAO should capitalise on its good standing in the sector to support strengthening of national capacities to improve governance and support translation of policies into pragmatic strategies and programmes. It recommends that the new Country Programming Framework should be more narrowly defined and that FAO should rationalise its fragmented initiatives and adopt a clear programme approach that aims towards catalytic impact. It also recommends that FAO should expand its partnerships to include local government authorities, and proactively pursue and foster synergetic partnerships within the One UN framework.
