The Information for Nutrition, Food Security and Resilience Decision Making (INFORMED) programme, implemented by FAO from 2015 to 2019, was designed to contribute to “increasing the resilience of livelihoods to threats and crises and contributing to the reduction of food insecurity and malnutrition”. The programme aimed to provide technical and analytical, as well as capacity development support to relevant regional institutions and national government institutions.
The programme supported the triggering of anticipatory action based on a more systematic use of early warning information systems, the activation of tailored financing instruments, and the promotion of an “Early Warning Early Action” (EWEA) country toolkit. Resilience measurement and analyses were also supported by applying the resilience index measurement and analysis (RIMA) methodology, which was highly needed.
The evaluation suggests several avenues for improvement, including strengthening capacities for EWEA; promoting the use of a toolkit of approaches, while continuing investment in the RIMA tool where it is demonstrating the greatest potential; and investing in a knowledge management function dedicated to capturing and disseminating lessons on the effectiveness of EWEA and resilience interventions.
