The evaluation will more specifically ;
• Assess the relevance, effectiveness, efficiency, coverage, impact and sustainability of the holistic approach adopted by the GoS, with the support of UNICEF. While all these evaluation criteria are relevant, the emphasis of the evaluation is on the coverage and effectiveness of the FCPU system, child courts, child prosecutors, coordination mechanisms, the legislation and the community child protection network and/or community mechanisms to whom children in conflict with the law are diverted, and on the identification of strengths and gaps in the system.
• Assess the roles of stakeholders and the adequacy and quality of the mechanisms and coordinating bodies that address children in contact with the law at the national, state and local levels.
• Provides recommendations, identifies lessons learned, highlights good practices, and generates knowledge to inform the refinement of the programme model and approach, as well as the shape of future programming on Justice for Children and related programme initiatives.
• Examine UNICEF’s support to system-level changes and assesses the extent to which its support contributed to the above-mentioned results.
