Evaluation in UNICEF serves interrelated purposes in support of the organization’s mandate. It supports learning and decision-making, which in turn support better results for children. Evaluation also helps to hold UNICEF accountable for contributing to results for children, or for not doing so.
A Country Programme Evaluation is expected to happen at least once every two programme cycles (ideally once per programme cycle), sequenced to feed into subsequent country programme document and United Nations Development Assistance Framework (UNDAF) / UN Country Framework. As per the last UNICEF internal audit in 2017, the office agreed to prioritize the evaluation function and reinforce programme staff’s knowledge of UNICEF’s evaluation policy.
The CPE aims to assess the results of UNICEF and the Government of Lesotho Country Programme (2019–2023) and understand factors that have promoted or hindered achievement of results. This evaluation will be learning-oriented and is expected to provide lessons and recommendations on the progress made towards the defined results, including the effectiveness of strategies to deliver the Country Programme.
