The evaluation’s main purpose is to assess the performance of Output 1 of
the joint UNICEF-GoV Project entitled “Strengthening the Capacity in Childsensitive
Planning, Monitoring and Evaluation of Socio-economic Development
Plans”.
The evaluation has specific formal objectives. These are cited here and will be
referred to at various points in the following text as useful considerations in the
subsequent planned meta-evaluation of this study. The formal objectives are
that the evaluation will:
- Assess the relevance, effectiveness, efficiency and sustainability of
the Project. To the extent possible, an analysis of the Project’s likely
contribution to impacts is also expected.
- Assess the extent to which the Project’s design and implementation,
using evidence- based, child-sensitive and participatory approaches,
have been relevant to its objectives and delivered the targeted outcomes
effectively and efficiently.
- Assess the extent to which the Project has contributed to making SEDPs
more child-sensitive and equity focused. The evaluation will also seek
to determine whether the project is sustainable in the country context.
To achieve this purpose, the evaluation will explore the Government’s
ownership of, and buy-in to, the project results. It will assess the scope for
wider scale-up including any potential national application.
- Analyse whether the Project’s results, at both the national and subnational
levels, have contributed to achievement of higher-level impacts
such as the realization of children’s rights in Viet Nam.
- Identify good practices and lessons learnt from the Project’s design
and implementation. These lessons learned will provide the basis for
recommendations for the cooperation programme between UNICEF
and the Government of Viet Nam for the forthcoming 2017-2021 period.
They may also contribute to enhancing South-South learning and
cooperation.
