Evaluation of the project on Strengthening Resilience and Adaptive Capacity of Agro-Pastoral Communities and the Local Government to Reduce Impacts of Climate Risk on Livelihoods in Karamoja, Uganda
Overview
This evaluation assessed FAO’s contribution to increase the resilience of agropastoral communities in Karamoja to climate extremes and weather events through improved early warning, preparedness and contingency planning and response system; enhanced livestock disease surveillance, diagnostic capacity, veterinary services; and strengthened agro-pastoral production systems. It found that the watershed management approach, with emphasis on conservation and climate resilience, provided a potentially unifying framework for stakeholders. It also found that partnering with diverse, yet relevant and capable, implementing partners at outcome level was appropriate for the desired change. To protect the investment made in drought early warning system, the evaluation recommends that FAO should work with a wide range of international agencies to ensure that the districts mainstream drought early warning system into their work plans and budgets. It recommends support for advocacy for the government to provide contingency funds to the District Disaster Management Committee and engage children and youth as active family members in reducing vulnerabilities and building resilience at the local level.
