Evaluation of UNICEF capacity building investments in Tajikistan 2016-2018
Overview
The main purpose of this formative evaluation is to assess and provide evidence on the appropriateness, relevance, effectiveness, efficiency and sustainability of the capacity-building interventions of UNICEF TCO within the period of 2016-2018. The hypothesis is that capacity building efforts can yield better results in terms of uptake, follow-up and sustainability of the programmes, only if they are carefully planned, implemented and measured in a targeted, successive and comprehensive manner. Tajikistan CO has done a preliminary mapping of capacity-building activities in 2016-2018. Most of them are quite young; nevertheless, there’s been sufficient experience accumulated across the sectors to draw useful lessons to be applied in the future.
