The Government of Uganda Country Programme of Cooperation for 2016–2020 was developed in 2015 through a consultative process with relevant national and international partners. The UNICEF Uganda Country Programme of Cooperation for 2016–2020 aims to “support national efforts to progressively realise children’s rights”. It is structured around five results-oriented programmes (Child Survival and Development, Basic Education and Adolescent Development, Child Protection, Social Policy and Advocacy and Communications) and is underpinned by Programme Effectiveness in the areas of programme planning, monitoring and evaluations; field operations and emergency.
The purpose of this evaluation is to provide an independent assessment of progress made towards the results formulated in the Country Programme of UNICEF Uganda (2016-2020), and identify lessons and recommendations to inform the next Country Programme of Uganda (2021-2025).
The evaluation methodology will adopt a mixed-methods approach, using both quantitative and qualitative approaches to ensure that data from multiple sources are sufficiently triangulated to inform aggregate findings and conclusions .
