Overview

GPW13 represented a pivotal shift in WHO's approach to global health, with a focus on measurable impact at the country level. The evaluation of GPW13 allows for a thorough examination of whether the objectives set out in this programme were met, and it provides an opportunity to identify areas where progress was made and where challenges arose. One of the primary objectives of this evaluation is to assess the appropriateness of GPW13's results framework, as well as the robustness of its design. It examines the linkages between various levels of the results chain and explores the effectiveness of data collection and reporting throughout the programme's implementation. Additionally, the evaluation delves into how Member States and the Secretariat adapted to GPW13's goals and whether flexibility was maintained during the COVID-19 pandemic, a period of unforeseen challenges. It also considers external and internal factors that influenced the achievements, deviations, and challenges encountered during GPW13. By conducting this evaluation, WHO aims to gain valuable insights into the strengths and weaknesses of GPW13, providing a foundation for informed decision-making in the formulation and implementation of future health initiatives, the GPW14, and beyond. It serves as a tool for learning from past experiences and improving the organization's strategies to address global health challenges effectively.
