This final evaluation makes an independent assessment of what the project has achieved against agreed objectives, results, activities and outputs on community water supply, sanitation and hygiene promotion, school WaSH and capacity building. It will provide the decision-makers in the GoE, UNICEF, and the EC with sufficient information to:
1) Make an overall independent assessment about the past performance of the project;
2) Pay particular attention to the impact of the project actions against its objectives; and
3) Identify key lessons and propose practical recommendations for follow-up actions.
The evaluation will focus on the five OECD evaluation criteria: Relevance, effectiveness, efficiency, impact and sustainability; with the addition of a further issue relating to UNICEF’s own mandate: gender; as well as two specific to the EC - EC added value and coherence. The specific objectives of the evaluation are to:
1) Review the project in terms of its overall results, sustainable use, and capacities gained based on a ‘reality check’ to be made with all levels of beneficiaries;
2) Assess the strength of project partnerships formed, and the value added to implementing partners, UNICEF and the Commission (the latter including visibility);
3) Evaluate the project context, approach and stakeholder involvement against the initial assumptions put in project documentation, including the project logframe;
4) Evaluate the quality and efficiency of the project’s implementation approach;
5) Assess the performance of project management including planning, logistics, human resources, preparatory actions, coordination, monitoring, and reporting;
6) Evaluate the project with regards to its alignment with, and contribution towards, national WASH sector strategies including the Universal Access Plan; and
7) Compare the project’s results with those of other large-scale WASH projects implemented by Government or other agencies.
