Formative Evaluation of the CBSRP
Overview
The evaluation was complete and articulated, covering all key technical aspects. The report provides a good basis for addressing key challenges related to the CBSRP for UNICEF, MOES, and implementing partners. The report received ca. 4 rounds of comments by the UNICEF CO and the RO.
The Chief of PME, evaluation supervisor, and senior management agree with the observations of the report.
Findings and recommendations were shared with MoES on several occasions and response actions with specific timelines were established and agreed with MoES. Evaluation findings and recommendations were also shared during a meeting of the ECE Focal Group 1, a coordination mechanism for MoES and development partners working in ECE.
