Overview

Background: In 2015, the Ministry of Health (MoH) formally requested UNICEF’s technical assistance to transfer and localize South Africa’s MomConnect to the Uganda context under the existing Community Health Management System (CHMS) programme. The main objective of FamilyConnect is to provide additional support and strengthen national efforts as defined in the MoH’s RMNCAH Sharpened Plan. This is to be achieved by provision of household and patient centric set of technology modules that enable demand generation, uptake of health services, and supply side support by providing channels for two-way communication between patients, households, VHTs, other healthcare professionals. Since the initial pilot (2015-2016) and first phase of implementation (2017) implementation of FamilyConnect, additional stakeholders within Ministry of Health and partners have developed additional FamilyConnect modules to target populations of HIV positive pregnant and lactating mothers and patients diagnosed with heart failure.
Purpose: The evaluation is being conducted to meet the dual-purpose of learning and accountability. The formative evaluation will generate lessons to inform Ministry of Health (MoH) decisions for scale up of the familyconnect initiative. Moreover, it will provide evidence related to the efficacy of life-cycle messaging on behaviour change and the contribution to envisaged health outcomes. Specifically, the evaluation will assess progress towards expected results of the FamilyConnect programme; examine enabling factors and bottlenecks and review emerging contextual challenges and opportunities affecting FamilyConnect programme implementation; and generate actionable recommendations for improving the FamilyConnect programme, especially for incorporation into the envisaged scale up phase of implementation.
Methodology: The evaluation will adopt a mixed-methods approach, using both quantitative and qualitative approaches.The OECD Criteria will be adopted.
