To support the government's social service development initiative the UNICEF Country Office in Azerbaijan has been implementing a two–year project on “Integrated social services” since September 2018 with the financial support of the European Union. The project is in its first phase and the decision on having the next phases will depend on the success of the modelling and the government interest in the expansion of the project to other districts. The objective of the Project is to support modelling of a Community-Based Social Services for vulnerable children and their families integrated with other existing services, such as cash assistance, healthcare and education services.
The overall purpose of the formative evaluation of the mentioned project is to measure the project’s success and the extent to which the project has achieved the planned results.
The primary audience of the evaluation will be UNICEF Azerbaijan Country Office, Delegation of the European Union, Ministry of Labour and Social Protection of the Population, DOST Agency and implementing partner NGOs.
The intended use of the evaluation is to inform the stakeholders on the outcome of the project and potentially use the results to support the decisions made in regard to the next phases of the project.
