The purpose of the evaluation is to advise UNICEF and the GOI on the optimal mix of partnerships, to learn from the current partnership strategies UNICEF Indonesia is using, and to review to what extent these contribute to the results of the ongoing country programme 2016–2020. This evaluation provides an evidence base for any mid-course adjustments to the partnership strategies and implementation modalities that may be required. The evaluation responds to the question: “What does a successful partnership look like?”
The main evaluation question is the following: What is the right mix of partnerships, their scale, and implementation modalities to optimize UNICEF’s contribution to planned results, with an equity focus?
This evaluation was forward looking, and had three primary evaluation objectives:
1. To learn from UNICEF partnership strategies over the 2016–2017 period.
2. To understand whether these strategies are relevant, effective, efficient, sustainable and equitable in supporting planned results, and can be scaled up.
3. To prepare evidence-based recommendations that will advise country programme management on any mid-course corrections that may be needed for ongoing cooperation (regarding the partnership strategies to pursue in 2018–2020) and how resources should be sought and allocated in support of these.
Additionally, the results of the evaluation are expected to provide relevant insights to UNICEF programming approaches across the Asia-Pacific region, as most countries are undergoing a similar transition through middle income status.
