Humanitarian crises worldwide have become more complex and have unequal effects on different people, depending on their gender and other aspects of their social identity. While women, girls, men, and boys all suffer in a crisis, women and girls face greater obstacles to reaching their full potential and leading safe, healthy, and dignified lives due to structural gender inequalities. There have been efforts to institutionalize and address empowerment of women and girls in humanitarian action and much has been achieved by humanitarian actors. Core responsibility 3 of the Agenda for Humanity (AfH) is “Leave no one behind” and linked to it is core transformation 3D “Empower and Protect Women and Girls”. This is the first-ever thematic IAHE of the collective humanitarian response of member organizations of the Inter-Agency Standing Committee (IASC). By exploring issues of relevance, coherence, effectiveness and coordination of the humanitarian response over the years 2017-2019, it will enhance learning around GEEWG across the humanitarian system, making the evaluation formative in nature. The evaluation makes use of 4 in-country case studies selected to ensure a balanced representation of types of emergencies and humanitarian needs, geographic representation and gender capacity, among others.
