In early 2019 Mozambique was already facing high levels of food insecurity. After cyclone Idai made landfall on March 13, 2019 rapid aerial assessments were carried out that resulted in a declaration of a National State of Emergency on March 19th and an appeal for international assistance. The Emergency Relief Coordinator activated the Scale-Up on 22 March which expired on 30 June 2019. This Interagency Humanitarian Evaluation (IAHE) focused on the Scale-Up to respond to the impacts of cyclone Idai.
The data collection phase included a desk review and a four week visit to Mozambique and regional offices in Kenya and South Africa to collect data relevant to the five evaluation questions listed in the terms of reference (TOR) for this evaluation. The team interviewed a total of 172 stakeholders, either face-to-face, or by phone, including representatives of government authorities, bilateral donors, United Nations (UN) Agencies, private sector, international and national Non-Governmental Organisations (NGO). The team also conducted a desk review of policy and strategy documents, evaluations, reviews, studies and other documents. A survey of 505 households in cyclone-affected areas was also carried out by a team from Eduardo Mondane University in Mozambique, complemented by 39 focus group discussions (FGD) and interviews with village leadership.
