The decentralized evaluation has been commissioned by WFP Kenya Country Office and covers the “USDA/McGovern-Dole International Food for Education and Child Nutrition Program, 2014-2016”.
It was intended for both accountability (against intended results) and learning (for the continuance of the school feeding) and focuses on assessing: i) the relevance, effectiveness, efficiency, sustainability and impact; ii) its results; and iii) the factors explaining the results.
The subject of this evaluation is the School Meals Program which aims to improve primary student enrolment, attendance, literacy and attentiveness, to reduce short term hunger and to guarantee access to food for school children. The evaluation assessed and reported on the performance and results achieved.
The evaluation, which makes a number of recommendations for the future, was managed by Jennifer Nyanjui and Beatrice Mwongela, with fieldwork conducted in May/June 2016.
