This multi-country evaluation will review the implementation of initiatives aimed to stop vaccine-preventable outbreaks and fulfil the human right to health and survival in West and Central Africa (Convention on the Rights of the Child1, art. 6 and 24), as part of the Key Results for Children (KRC2) regional agenda launched by UNICEF.
The objectives of the evaluation are:
1. To determine relevance, coherence, efficiency, effectiveness, impact and sustainability of the Immunization Plus programme in supporting Government to stop vaccine-preventable outbreaks to accelerate the reduction of maternal, neonatal and child mortality;
2. To identify lessons learned about what worked and did not work about the Immunization plus programme as a stand-alone programme but also with respect to multi-sectoral convergence, including unexpected outcomes (positive and negative);
3. Identify practices for either further replication or more in-depth evaluation that could support the attainment of KRC 1-related targeted;
4. To formulate key recommendations on how to improve the implementation processes and performance of the Immunization Plus programme implemented as part of continual learning process;
5. To develop a comprehensive Theory of Change (ToC) for UNICEF’s Immunization strategy in WCAR that is aligned with both GAVI high-level strategy (2021-2025) and WHO’s Immunization Agenda 2030 to leave no one behind;
6. To assess the extent to which the Immunization Plus programme has integrated equity and gender in its design, implementation and monitoring.
