Mid-term Evaluation of the National Strategy for Ending Child Marriages and Teenage Pregnancies (NSCM&TP)

Overview

Background: The development and implementation of the National Strategy to End Child Marriage and Teenage Pregnancies (NSCM&TP) 2014/2015 – 2019/2020, is a key initiative seeking to address this gap. With the vision of “A society free from child marriage and teenage pregnancy” the national strategy articulates the principles, strategic objectives, actions, coordination mechanisms, and resources that will ensure effective implementation of the actions/interventions to end child marriage and teenage pregnancy.
Purpose: Overall, the dual purpose of the mid-term evaluation is to, on one hand, assess the extent to which the NSCM&TP results are being achieved or the potential of achieving them in the remaining period – as accountability to stakeholders, while on the other hand, examine what works and should be improved; what does not work and should be dropped; and what is missing, what is new (emerging issues) and should be added within the precincts of ending child marriage and teenage pregnancy – providing learning.
Scope: This is a Mid-Term Evaluation which will cover the first three years of NSCM&TP implementation, starting from January 2015 to June 2018. The Evaluation will take a national outlook at policy level and will focus on the 20 districts with high intervention focus on ending Child marriage and teenage pregnancy. In line with the overall purpose and objectives of the assignment, the MTE will adopt the Organization for Economic Cooperation and Development (OECD) DAC evaluation criteria (relevance, effectiveness, efficiency, sustainability) and draft the report along the same criteria.
Methodology: The evaluation will adopt a mixed-methods approach, using data collection tools to generate both quantitative and qualitative data to ensure that multiple perspectives regarding Child Marriage and Teenage Pregnancy are gathered. These methods and tools will be complementary rather than hierarchical.
