The evaluation of the youth economic engagement program comes at a critical time, i.e., 2nd year of the country programprogram when UNICEF is trying to expand its program. The evaluation will inform the future planning to operationalize and rationalize the program. The program intends to target the extremely vulnerable youth for possible scale-up in future.
Assessing the labor market outcomes (employed, unemployed, out of labor force) and trajectory (past and current labor market statuses, for example, transitioning between employers), and potential attribution of the youth economic engagement and social entrepreneurship program, especially to assess;
o The extent the youth economic engagement program is relevant to youth’s requirements, country needs, and existing national policies and global priorities (such as SDGs)?
o The value of the program in relation to the needs of the worst-off groups and reduction of the inequalities between the best-off and the worst-off as well as the gender disparity from the child rights perspective?
To assess if or how the program has contributed to nurturing entrepreneurial readiness of youth in terms of identification, motivation, aspirations, resources and entrepreneurial ability;
The positive and negative, primary and secondary long-term effects produced by the youth economic engagement program and social entrepreneurship program, either directly or indirectly, intended or unintended.
More specifically for Social Entrepreneurship program evaluation will focus on how far the program has been able:
o To promote the social and economic value of social enterprises for stakeholders
o Increased skills and capabilities of social entrepreneurs
o Creating a more coordinated and networked environment for social enterprises at the local and national level.
o Identify and mitigate barriers to social enterprises for doing business in Jordan.
o Supporting the Jordanian government to play an enabling role.
