The purpose of the evaluation was to draw findings and conclusions on the relevance, effectiveness, and efficiency of the My Village programme to inform planning and decision-making about its sustainability as UNICEF transitions into a new phase of its dissemination in 2017. The primary audience for the evaluation is the UNICEF Lao PDR Country Office, especially the Communication and Education Specialists involved in the My Village programme. The secondary audience for the evaluation is UNICEF’s implementing partners, including the Ministry of Information, Culture and Tourism (MICT), and the Ministry of Education and Sports (MoES). The evaluation was considered necessary at this stage in the pilot innovation’s development to support the Lao Country Office in identifying the most effective strategies to manage and sustain the My Village programme in the future, with limited technical and financial support from UNICEF. Thus, the results were expected to inform decision-making on the best use of the remaining project funds in order to ensure the achievement of the project’s objectives (including Key Performance Indicators), as well as support UNICEF’s exit strategy and the institutionalization of the innovation with relevant partners.
