Outcome evaluation of the investment in institutional, community and individual capacity development
Overview
The purpose of the outcome evaluation is to take stock and assess the medium to long-term outcomes of UNICEF’s comprehensive investment in systems strengthening at Individual, Community and Institutional level in delivering results for Children. The evaluation will provide insights on the programme of cooperation’s strategic position key delivery strategies for UNICEF in a middle-income Zambia.
The outcome evaluation will assist UNICEF Zambia in gaining better understanding on the following aspects of systems and capacity strengthening;
▪ Assess the effectiveness of approaches and pathways to achieving the results/outcomes on capacity building initiatives at individual, community and institutional, including whether the pathways to achieving the outcomes were articulated clearly.
▪ Assess the extent to which ZCO has collaborated and coordinated internally and with external partners to achieve its intended outcomes including demonstrating how collaboration and coordination is contributing to attaining the outcomes at various levels
▪ Asses the efficiency of UNICEF financing, management and governance towards comprehensive systems strengthening at the various levels; and
▪ Assess the extent to which ZCO built on the use of existing knowledge and practices and identify lessons learned for similar programme strategies.
