The process evaluation will assess the implementation of the CBNP programme in selected provinces with a view to understanding its implementation and improving its functioning. To that end, the key evaluation questions will be grouped under the 3 categories for evaluating implementation functioning: coverage (availability & uptake/access/demand); implementation (fidelity to the approach); and gaps/challenges (Habicht, Victora, & Vaughan,1999).
The objectives of the process evaluation are to:
1. Measure CBNP program availabilities among the target population in communities where the program is
implemented.
2. Measure uptake of CBNP program by intended beneficiaries (participation in activities)
3. Document the extent to which CBNP activities are carried out/implemented as designed by implementing partners
4. Document costs associated with CBNP program implementation
5. Identify challenges or gaps in CBNP implementation and provide recommendations on improving the its overall performance and scale-up planning for remaining provinces in Afghanistan.
