The Independent Office of Evaluation of IFAD (IOE) has conducted a project performance evaluation (PPE) of the Rural Socioeconomic Opportunities Programme (POSER) in Cabo Verde. This is the first evaluation IOE has performed in the country.
The main purpose of POSER, launched in 2013 and scheduled to end in 2026, is to facilitate access to water and create inclusive sustainable economic opportunities through a community-based approach.
The PPE found that POSER – albeit only from its second phase – emphasized access to water and thus aligned with the needs of its target population. However, certain water mobilization projects encountered technical and operational problems. Also, while beneficiaries’ income has increased, impact on the most vulnerable households remains limited.
For the future, the evaluation recommends, among other things, prioritizing investments in water management while ensuring that sustainable infrastructure maintenance practices are used. In addition, greater support should be provided to micro- and small enterprises engaging in non-agricultural activities.
