The evaluation exercise was consultative, participatory, inclusive, and used mixed methods of data collection from both primary and secondary sources. A thorough secondary review covering the various programme documents, policy briefs, evaluation reports, Management Information System reports from UNICEF and other partner agencies was conducted. This was augmented through validating the findings with primary interactions with various stakeholders including UNICEF staff at all levels, government agencies at national and sub-national level, other donor agencies, technical organizations and participating NGOs/CBO’s. All the information was synthesized as per the evaluation and analysis framework guided by the ToR for the evaluation
The key findings from the evaluation have been presented in alignment with the ten themes detailed in the evaluation framework. Select themes including the LCA and headline results, convergence, new programming areas, adolescents and youth, and gender have further been analyzed using the four parameters including: institutional arrangements, partnerships, programmatic arrangements, and results and monitoring.
