In 2015, the Evaluation Office put together an Annex to the report to Executive Board, summarizing evaluations, done at the decentralized level which, according to the Regional Offices, would have led to changes.
Albeit not a comprehensive or rigorous inquiry, the compilation of evaluations done in 2015, was an eye-opening exercise and triggered a lot of attention from Sr. Management and the Board.
To further progress towards answering the extent to which Unicef Evaluations are being influential, the Evaluation Office undertook, in 2018, a very first light Study on the extent to which a sample of Unicef evaluations had been influential. The Study concluded that, most commonly, the influence was instrumental, leading to the improved design and implementation of policies and programmes. In other cases, the evaluations prompted the re-conceptualization of long-standing programmes, leading to the comprehensive reform of policies. What distinguished the influential evaluations was the scale and scope of change achieved. Among the most salient outcomes was the increase in government funding and ownership, showing that evaluations can contribute to sustainability - an area that has been flagged for improvement in UNICEF.
The Study also served to reconfirm that more evidence is needed to be able to conclude how influential evaluations are; and what is needed to ensure that evaluations will be planned and designed with a clear intent to be influential. In this vein, a second Study has been planned for 2019. This second study is expected to be, compared to the previous one: i) more comprehensive; ii) more rigourous; and iii) lead to concrete recommendations to improve the influence of Unicef evaluations.
