Although the investment done by ACO around national education priorities was increasingly important in the last years and the developed initiatives and models responded to evident sectorial gaps, in the current and previous CP, ACO Education Programme was not object of any evaluation.
In this context, this summative evaluation represents an opportunity to identify, based on evidences, at what extent Education Programme made the correct and made it correctly responding to the national education needs.
The evaluation methodology to be used will combine quantitative and qualitative approaches, considering the perspective of the children and parents, education staff and authorities, governmental and non-governmental counterparts, inter-sectorial actors, etc.
Its primary audience is UNICEF staff and sectorial key authorities. Its expected functional use is to contribute to shape the new cycle of cooperation, in general, and the explicit contribution of Education Programme in the framework of the convergent and integrated approach to be developed from 2020 to 2022, in specific.
