The summative evaluation’s purpose is to evaluate the extent to which the “Investing in Education and Building Resilience in Gaza” project achieved its planned outcomes and to evaluate the quality of the project. The evaluation’s specific objectives correspond to ten evaluation questions outlined in the TOR, which include:
1. To what extent were the planned outcomes relevant to children’s needs in Gaza? (Relevance)
2. Are the activities and immediate outputs of the program consistent with the higher-level outcomes? (Relevance)
3. To what extent were the planned outcomes achieved? (Effectiveness)
4. Did the project influence beneficiaries’ behavior, attitudes, knowledge, condition, and status and move children from crisis to thriving? (Effectiveness)
5. Were the activities implemented in an efficient manner? (Efficiency)
6. Were the objectives achieved on time? (Efficiency)
7. What was the change in the wellbeing of children? (Impact)
8. What are the intended and unintended positive and negative impacts of the Action? What led to the change and why? (Impact)
9. Did the change in physical environment improve learning? (Impact)
10. To what extent can the benefits of the project be expected to continue after the project ends? (Sustainability)
This evaluation’s intended audience is primarily UNICEF, Al Fakhoora, and implementing partners, who will use this evaluation both to evaluate the project and to inform future programming.
