This is the second country-level evaluation conducted by the Independent Office of Evaluation of IFAD (IOE) of IFAD’s engagement in the Republic of Türkiye. This country strategy and programme evaluation (CSPE) covers the period 2016–2022.
The CSPE found that over the evaluation period, IFAD developed a solid partnership with the country’s Ministries in charge of finance and of agriculture, which translated into effective strategic oversight of the programme. IFAD support rightly targeted the remote upland areas of Türkiye, which present higher economic poverty rates and are more vulnerable to climate change.
However, the CSPE also found that IFAD’s partnerships were not diversified enough to include other cofinanciers and key national players within the agricultural sectors, such as research institutions and non-governmental organizations, and to enabe policy-related change. Also, in the intervention areas, IFAD’s support has not yet brought about the effective participation of poor farmers in value chain activities, which could improve their access to remunerative markets.
The CSPE’s recommendations include further prioritizing the resilience of smallholder farmers in the mountainous areas of Türkiye; and leveraging the IFAD-Government partnership to foster engagement on matters relating to smallholder agriculture in the country.
