The terminal evaluation of the UNEP-EU Project on Climate Change and Security (PIMS ID 01970) assessed its performance from March 2017 to February 2022 in the fragile states of Sudan and Nepal. The evaluation aimed to determine the project's relevance, effectiveness, efficiency, and sustainability, while providing accountability and promoting learning among stakeholders. Conducted by an external evaluator, the evaluation utilized a combination of document reviews, interviews, and field missions to gather data. The project successfully established a framework for addressing climate-related security risks, enhancing resilience, and fostering social cohesion among vulnerable populations. Key achievements included the development of analytical tools for climate-fragility risks, the establishment of local governance structures for conflict resolution, and the integration of gender perspectives in project activities. The project also contributed to shaping national and global policy agendas on climate security, evidenced by the establishment of the Climate Security Mechanism at the UN level. However, challenges remained, particularly in ensuring the sustainability of outcomes in the context of ongoing political instability in Sudan and the need for continued funding. Factors such as strong partnerships, stakeholder engagement, and adaptive management facilitated project success, while the COVID-19 pandemic necessitated innovative approaches to project implementation. Overall, the project was rated as Highly Satisfactory, reflecting its significant contributions to climate security and resilience-building. The recommendations included: 1) Mainstreaming Climate Change and Security perspectives into project designs; 2) Upscaling pilot projects with local governments; 3) Involving local institutions in project planning; 4) National governments adopting climate-related security policies; 5) Integrating climate-related security into Disaster Risk Reduction frameworks; 6) Addressing compensation for lost arable land; 7) Resolving human-wildlife conflicts in vulnerable communities.
