Evaluation of the project "Strengthening National Forest Inventory and Satellite Land Monitoring System in Support of REDD+ in Bangladesh"
Summary
The evaluation of the project "Strengthening National Forest Inventory and Satellite Land Monitoring System in Support of REDD+ in Bangladesh" (GCP/BGD/058/USA), funded by the United States Agency for International Development , aimed to enhance the technical capacity and institutional framework of the Bangladesh Forest Department for effective forest management and reporting. Conducted from January 2015 to June 2019, the evaluation assessed the project's contributions to national forest policy and land management, focusing on the development of the Bangladesh Forest Inventory (BFI) and Satellite Land Monitoring System (SLMS). The evaluation revealed that the BFI and SLMS significantly improved the consistency and quality of reporting for Forest Resources Assessment, Sustainable Development Goals , and REDD+. The methodologies established were of high standard, facilitating better monitoring and reporting by the Bangladesh Forest Department and the Ministry of Environment, Forest and Climate Change. However, challenges included the absence of a dedicated National Forest Inventory Unit, which hindered institutional capacity development and ownership of outputs. Despite these challenges, the project successfully fostered collaboration among various stakeholders, including government organizations, academic institutions, and NGOs, enhancing the overall capacity for forest management. The Land Cover Classification System developed under the project transformed land cover mapping in Bangladesh, allowing for comparability across applications. The evaluation concluded that while the technical outputs were commendable, the lack of institutional support and delays in project execution limited their impact. The recommendations included: 1. FAO should pursue the dissemination of knowledge and exert influence over the use of the results in national forest management programmes and policies; 2. FAO to identify potential forest "hotspot" areas for action; 3. FAO should start planning the support to BFD for the next NFI cycle; 4. FAO should support BFD to complete boundary delineation.
