Summary

This meta-evaluation assessed 22 projects funded by the International Organization for Migration (IOM) Development Fund from 2016 to 2021, conducted by Owl RE consultants between January 2022 and December 2023. The evaluation aimed to identify common trends and themes across these projects, focusing on their relevance, coherence, effectiveness, efficiency, impact, and sustainability. The findings indicated that while the projects generally aligned well with the needs of IOM Member States and achieved most planned results, challenges persisted in efficiency, long-term impact, and sustainability measures. Relevance was consistently rated highest, reflecting strong alignment with government priorities and stakeholder needs. Coherence was also rated positively, although internal coherence outperformed external alignment with other organizations. Effectiveness improved from previous evaluations, with many projects meeting their objectives, but some faced delays and unrealistic goals. Project design emerged as a critical factor, with higher-rated projects demonstrating logical connections between objectives and outcomes. Efficiency ratings varied, with many projects requiring extensions due to COVID-19-related delays. Impact was noted where projects led to sustained benefits, such as policy changes and increased stakeholder capacity, but sustainability remained the lowest-rated criterion, indicating a need for better integration of project results into ongoing activities. The meta-evaluation concluded with a checklist of good practices for future project proposals. The recommendations included: 1) Improve project design through comprehensive needs assessments; 2) Enhance sustainability measures; 3) Ensure follow-up actions for project benefits; 4) Strengthen project management practices; 5) Foster learning from project experiences; 6) Improve project administration processes; 7) Integrate gender considerations in future projects.
