The evaluation of UNICEF Afghanistan's synthesis of evidence from 2021 to 2024 aimed to provide a comprehensive overview of the organization's achievements, challenges, and lessons learned in a complex operational context. Conducted through a systematic review of 47 reports, 38 were retained after quality assessment, utilizing advanced data analysis tools, including Artificial Intelligence and natural language processing . The evaluation covered various sectors, including health, education, WASH, and child protection, with a focus on understanding what worked well and what did not. Key findings highlighted significant progress in increasing school enrollment, particularly for girls, and improving access to clean water and health services. However, challenges persisted, including cultural barriers, inadequate infrastructure, and financial constraints, particularly affecting rural areas. The evaluation underscored the importance of community engagement and local ownership in achieving sustainable outcomes. Notably, the Education Cash Plus Programme successfully increased girls' enrollment in specific provinces, while health initiatives expanded service delivery and improved maternal health outcomes. Despite these successes, gaps in evidence, logistical challenges, and restrictions on female workers hindered comprehensive implementation. The evaluation concluded that while UNICEF's interventions demonstrated notable short-term successes, achieving long-term sustainability remained crucial. The recommendations included: 1. Promoting gender equality and empowering women and girls in education; 2. Engaging community and local leaders for sustainability; 3. Enhancing infrastructure and resource allocation; 4. Strengthening monitoring and evaluation frameworks; 5. Adopting holistic and multisectoral approaches.
